WhatsApp Business API pricing in the UAE, explained

By , founder of EncntUpdated 5 min read

Short answer

Meta charges per delivered template message, priced by category and by the recipient's country. For UAE numbers on the rate card effective 1 October 2026, a marketing message costs AED 0.2115 and a utility or authentication message AED 0.0576. Replies inside the 24-hour customer service window are free for the first 1,000 a month per business number, then cost AED 0.0576 each.

How does WhatsApp Business API pricing work?

Since 1 July 2025, Meta has billed the WhatsApp Business Platform per delivered message instead of per 24-hour conversation. Three things set the price: the category of the message (marketing, utility, authentication or service), the market, which is the recipient's country calling code (+971 for the UAE), and whether the message falls into one of the free allowances described below.

Messages a customer sends to you are never charged. You only pay for messages you send, and only when they are delivered.

Meta changes rates on a fixed calendar, only on the first day of a quarter, with at least a month's notice for rate-card changes. Since 1 April 2026 there is also an AED rate card, so UAE businesses can be billed in dirhams.

What does each message category cost for UAE numbers?

These are Meta's list rates for messages delivered to UAE (+971) numbers, from the rate cards effective 1 October 2026. Solution providers (BSPs) may add their own fees on top.

CategoryUsed forAED per messageUSD per message
MarketingOffers, recalls, announcements, anything promotional0.21150.0576
UtilityBooking confirmations, reminders, order and account updates0.05760.0157
AuthenticationOne-time passcodes0.05760.0157
Authentication-internationalPasscodes sent by eligible businesses based outside the UAE0.18720.051
ServiceFree-form replies inside the 24-hour window, after the free tier0.05760.0157

Utility and authentication rates get volume discounts, but only at high volume: in the UAE the list rate applies to the first 100,000 utility messages a month. A typical clinic never reaches a discount tier.

Which WhatsApp messages are free?

The customer service window. When a customer messages or calls you, a 24-hour window opens and resets with each new message from them. Inside it you can send free-form (non-template) replies. Outside it you can only send approved templates.

The service-message free tier. From 1 October 2026, each business phone number gets 1,000 free service messages a month. From the 1,001st, service messages are charged at the service rate. Unused messages don't roll over.

The free entry point window. If someone messages you from a click-to-WhatsApp ad on the Android or iOS app and you reply within the service window, that reply is free and opens a window of up to 7 days in which your marketing, utility, authentication and service messages to that person are free.

What changed on 1 October 2026?

Two allowances that many UAE businesses relied on ended or shrank:

  • Service replies are no longer unlimited and free. Service messages had been free since November 2024. Now only the first 1,000 a month per number are free. Meta also said it would stop delivering service messages beyond the free tier for accounts without a payment method on file.
  • Utility templates sent inside an open window are charged again. From July 2025 to September 2026 they were free; from 1 October 2026 they are billed at the utility rate.
  • The UAE marketing rate went up on the October 2026 rate card, after an earlier increase in October 2025.

If your WhatsApp budget was set in 2025, it is probably too low now. Check last month's invoice line by category.

Worked example: a clinic's monthly WhatsApp bill

A clinic in Dubai books 1,500 appointments a month. All patients have UAE numbers and have opted in to WhatsApp messages. The clinic sends:

  • A booking confirmation and a reminder the day before each visit: 3,000 utility messages × AED 0.0576 = AED 172.80.
  • Replies to patient questions: about 800 service messages, which is inside the 1,000 free tier = AED 0.
  • One recall campaign to 2,000 patients who are due a check-up: 2,000 marketing messages × AED 0.2115 = AED 423.00.
  • Monthly total paid to Meta: AED 595.80, plus any BSP fees and 5% VAT where it applies.

Notice where the money goes. The recall campaign is two-thirds of the bill with a third of the messages. Reminders are cheap; promotions are not. This is also why reminders are usually the first WhatsApp automation we build for clinics: as in our dental reminders case study, the cost is small next to an empty chair.

Should you go direct with the Cloud API or use a BSP?

You can connect to Meta's Cloud API directly and pay Meta only for messages. Or you can use a Business Solution Provider, which gives you an inbox, template tools and support, and charges its own subscription or a markup per message.

Ask any BSP for its markup per message category in writing, and check whether it bills in AED or USD.

How do you keep WhatsApp costs down?

  • Keep reminders strictly non-promotional. Meta's guidelines treat a template with mixed content, for example a reminder plus an offer, as marketing, and Meta can recategorise approved templates that don't fit their category.
  • Answer questions inside the service window with free-form replies instead of sending new templates.
  • Send one well-timed reminder rather than three. Each one is a charge.
  • Use click-to-WhatsApp ads for campaigns where they fit: conversations started from them open a free window of up to 7 days.
  • Watch the 1,000 free service messages per number. A busy clinic with several branches on one number may pass it.

What about opt-in and template approval?

You need the customer's opt-in before you message them on WhatsApp, and every template must be approved by Meta before you can send it. For clinics we also keep message content minimal: date, time, branch and a confirm or reschedule button, with no diagnosis or treatment details in the text. Our guide to patient data rules in the UAE covers why.

Questions people ask

Is the WhatsApp Business app free?

The WhatsApp Business app on a phone is free. The pricing in this guide applies to the WhatsApp Business Platform (the API), which you need for automation, integrations and multiple staff.

Can I pay for WhatsApp messages in dirhams?

Meta launched an AED rate card on 1 April 2026, so billing in dirhams is possible. If you go through a BSP, its own invoice currency may differ.

Are appointment reminders utility or marketing messages?

A plain reminder about a booked appointment is utility. If the same message includes an offer or promotion, Meta treats it as marketing and charges the marketing rate.

How often do WhatsApp prices change?

Meta only changes rates on the first day of a quarter: 1 January, 1 April, 1 July or 1 October. Rate-card changes come with at least one month's notice.
